The monument was designed by Roland Hinton Perry, the sculptor of the Court of Neptune Fountain at the Library of Congress and Commonwealth, the statue atop the dome of the Pennsylvania State Capitol. He is responsible for the elk statue in the middle of SW Main in the Plaza Blocks. Not surprisingly, the statue is known as the Thompson Elk.
